Question - Why does Nvidia Optimus not allow for the dGPU to be the preferred GPU ?

Question - Why does Nvidia Optimus not allow for the dGPU to be the preferred GPU ?
I was trying to figure out how to use the dGPU instead of the iGPU without having to go into Windows and choose a GPU which works. But, if i go into Nvidia and choose this, nothing happens. Shouldn't this be the one-off be all answer to switching GPUs?
